28 October 2015 VASAB Workshop on Urban Revitalization, Lodz

Cities and towns are the drivers of European economy due to the population, services, housing, economic activity and transport nodes. Cities play significant role in territorial development to achieve goals of EU Cohesion policy. Urban areas also face different challenges which require purposeful and coordinated action at all governance levels.

In order to achieve coherent development of the Baltic Sea Region, specific approaches for a diverse urban pattern (small and medium cities, urban partnerships, cooperation across administrative borders) are being currently discussed within the EU Urban Agenda process. This will improve urban dimension in EU policy and better support cities in their integrated development through more "urban proof" EU policies, taking into account the governance, social and economic development, as well as environmental issues.

The workshop was organized in order to share experiences on urban revitalization at national and local level and to bring a joint input to ongoing Urban Agenda development process based on existing sustainable urban planning solutions and partnership concepts. The Central Baltic Programme 2014-2020 projects "Baltic Urban Lab" and "Livable Baltic Campus" provided their viewpoint on creative solutions to improve the quality of life in Baltic Sea region cities. Both projects will bring an input to the EU Strategy for Baltic Sea Region and particularly to its Horizontal Action "Spatial Planning" by providing place-based spatial planning solutions.

Workshop was concluded by discussions rising up opinions how VASAB could contribute to the EU Urban Agenda process. It was agreed that VASAB could bring an input by highlighting urban issues in the BSR cities facing the demographic changes. Furthermore it was proposed that the problem of shrinking cities and depopulation topic should be included in the Agenda of the coming VASAB Conference to be held in Warsaw, 6-7 June 2016.

The Workshop on Urban Revitalization was organized back-to-back with VASAB CSPD/BSR meeting in Lodz, Poland on 28 October 2015.

EMODnet is a network of organisations working together to observe the sea, to make marine data freely available and interoperable, to create seamless data layers across sea-basins and to distribute the data and data products through the internet.

The EMODnet Open Conference provides a unique forum for the marine observation and data community, policy makers/advisors and stakeholders from various sectors and societal domains to meet, discuss and respond to the many challenges and opportunities that lie ahead.

The Space for Choice and Choice of Space

Following events will take place in the framework of the core International Forum Programme:

• Traditional VASAB ROUND TABLE focused on URBAN-RURAL PARTNESHIPS FOR SUSTAINABLE DEVELOPMENT AND PLACE-BASED APPROACH IN THE BALTIC SEA REGION with an emphasis on good practices and transnational projects encouraging territorialisation of national, regional, local policies and paving way to resource-efficient and eco-innovative urban and rural development. VASAB round table constitutes a step towards implementation of the VASAB Tallinn Declaration.

Territorial uncertainty and vulnerability as a challenge for urban and regional policy

The principal topic of the 2015 conference will be concentrated around such problems as vulnerability, uncertainty and resilience of territories. The subject of discussion will be threats of economic (global crisis), environmental, institutional and geopolitical nature. These issues will be analyzed from a perspective of multiple spatial scales at the European, transborder, national, regional, urban and local levels. The conference's topic fits well into the current ongoing debate over the spatial development that takes place in the EU, combining academic discussion with policies of territorial dimension presently carried out, including especially the cohesion policy (i.a. relating to the EU Sixth Cohesion Report as well as to the outcomes of ESPON findings).

Europe's regions and cities: partners for investment and growth

With the headline of 'Europe's regions and cities: partners for investment and growth' 2015 will be structured around three thematic priorities:

'Modernising Europe': The regions in the energy Union and the single digital market
'Regions open for business': SME development, innovation and job creation
'Places and spaces': Urban and rural development; urban-rural integration

Under the three sub-themes, participants are invited to address challenges and solutions related to management and implementation issues as well as the cross-border, inter-regional or transnational dimension.

06 October 2015 European conference "Drivers for Blue growth in the Baltic Sea Region", Copenhagen

The European Commission is organising a conference on Blue Growth in the Baltic Sea, in partnership with the Maritime Development Center of Europe, the Danish Maritime Authority and the Baltic Development Forum, in Copenhagen, Denmark, on 6 October 2015.

The discussions with stakeholders and the authorities of the Baltic Sea Region are expected to focus on the three main pillars of the Blue Growth agenda: fostering an innovative green Blue Economy, access to finance for maritime sectors, skills and qualification.
