The Baltic Sea Region INTERREG IIC 1997-2001 USUN (Urban Systems and Urban Networking in the BSR) project originated from the 4th Conference of Ministers Responsible for Spatial Planning and Development in the Baltic Sea Region (Stockhom, 1996) task to prepare a programme on balanced urban network development, together with UBC and towns and cities.

The project provided documentation of the functioning of the urban system as well as documentation of future prospects of urban networking and integration. The project was carried out in close co-operation between all countries in the Baltic Sea Region and promoted the VASAB 2010 process and a dialogue between key actors on urban networking and spatial planning.
